The Japanese aren't too crazy about Halloween. They just started recognizing it about 5 years ago, so it's really new. Large cities like Tokyo throw big Halloween bashes where people dress up and go party all night, but that's about it. People don't decorate their houses or go trick or treating really. Some apartment complexes have trick or treating for their residents, but going out and going through neighborhoods hasn't caught on much. I think it will eventually, but the Japanese stay to themselves a lot, so doing something like that really goes against their culture, so it'll take a while for them to get comfortable with the idea I think. Our house was the only one decorated, and we didn't see any trick or treaters.
I am anticipating a serious write up of how crazy the Japanese go for Halloween.
